In order to further strengthen the energy-saving management of key energy-consuming equipment, accelerate the promotion and application of high-efficiency energy-saving motors, continuously improve the efficiency of energy resource utilization, promote the green and high-quality development of industry, and help achieve the goals of carbon peak and carbon neutrality, the "Plan" clearly points out that by 2023, the annual output of high-efficiency energy-saving motors will reach 170 million kilowatts, the proportion of high-efficiency energy-saving motors in service will reach more than 20%, and the annual electricity saving will reach 49 billion kilowatt-hours, which is equivalent to saving 15 million tons of standard coal and reducing carbon dioxide emissions by 28 million tons. Promote the application of a number of key core materials, components and process technology equipment, form a number of backbone advantageous manufacturing enterprises, and promote the high-quality development of the motor industry.
At present, motors have been widely used in wind power, home appliances, power tools, new energy vehicles, industrial control and other industries, and are power-consuming terminal equipment with large power consumption. According to relevant data, it is estimated that the total output of motors in my country will be about 570 million kw in 2023, and the penetration rate of energy-saving motors will reach about 30%, but the current domestic high-efficiency energy-saving motor penetration rate is less than 10%, which means that the penetration rate will increase by at least 10 points each year in the next two years. The issuance of the Plan will further strengthen and standardize the implementation of motor efficiency standards and energy efficiency market supervision, eliminate inefficient and backward motors, and accelerate the application and promotion of high-efficiency and energy-saving motors, which will have a practical driving significance for the implementation of the carbon peak and carbon neutrality goals.
In order to achieve the above-mentioned 2023 goals, the Plan will focus on four aspects: first, expand the green supply of high-efficiency and energy-saving motors, second, expand the high-efficiency and energy-saving motor industry chain, third, accelerate the promotion and application of high-efficiency and energy-saving motors, and fourth, promote the intelligent and digital upgrade of motor systems.
In terms of accelerating the promotion and application of high-efficiency and energy-saving motors, the Plan proposes to guide enterprises to implement the renewal and upgrading of key energy-consuming equipment such as motors, give priority to the use of high-efficiency and energy-saving motors, and accelerate the elimination of backward and inefficient motors that do not meet the requirements of the current national energy efficiency standards. Enterprises are encouraged to carry out matching energy-saving transformation and operation control optimization for inefficient fan, pump, compressor and other motor systems. For variable load operating conditions, promote variable frequency speed-regulating permanent magnet motors with energy efficiency of level 2 or above. For transmission systems using gearboxes and couplers, encourage the use of low-speed direct-drive and high-speed direct-drive permanent magnet motors. Vigorously develop permanent magnet outer rotor electric drums, integrated screw compressors and other motor and load equipment structural integrated design technologies and products.
In terms of promoting the intelligent and digital improvement of motor systems, the "Plan" proposes to promote the intelligent and automated production and manufacturing of motors, and encourage the application of automatic wire embedding, winding, housing combined milling and drilling, automatic stamping, automated assembly, automatic testing and other equipment. Accelerate the application of motor intelligent sensor series products, multi-sensor data fusion technology, etc., and promote the integration of motor system operation data collection, calculation, storage, and communication. Promote data monitoring and information sharing in all links of the industrial chain such as motor product R&D design, production and manufacturing, and enterprise operation and maintenance, and encourage motor system equipment to go to the cloud.
In addition, the "Plan" also proposes specific safeguard measures from the aspects of strengthening organizational implementation, strict supervision and management, strengthening energy-saving services, and actively promoting and guiding. Among them, in terms of strict supervision and management, the competent authorities will strictly implement national energy efficiency standards such as "Energy Efficiency Limit Values and Energy Efficiency Grades for Motors" (GB 18613-2020), strengthen energy efficiency label compliance inspections, and strictly prohibit the purchase, use and production of motor products that have been explicitly eliminated by the state. Organize and implement special industrial energy conservation supervision, carry out energy efficiency supervision on motor users, and work with relevant departments to urge enterprises to eliminate motor products that do not meet the mandatory energy efficiency standard limits in accordance with the law.
